This quote is said by the character, “The Grinch,” in the animated Christmas special, “How The Grinch Stole Christmas.” The Grinch wants to ensure that the Whos of Whoville will celebrate Christmas without him and therefore without their presents. To do that, he disguises himself and attempts to stop them from reaching the tree with their presents. When he sees Cindy Lou Who and her friends reach up to grab a present, he says: "Hey!
